


Description
This position is the team lead for the Blue Plan Legal Department Cooperative (“LDC”) operations and programs. The Lead, Program Manager LDC will partner with the LDC team to identify topical and pressing healthcare and health insurance legal and policy issues, including but not limited to monitoring topical and appropriate legislation, regulations, and court cases, and educating BCBSA and Blue Plan attorneys, compliance officers, privacy and policy teams. Interacts regularly with BCBSA and Blue Plan staff and attorneys at all levels, including BCBSA and Blue Plan officers and executives. This is a largely self-directed position that utilizes education and expertise to monitor pressing legal and compliance matters, partner with outside counsel and industry experts to develop CLE-eligible national web seminars and organize/moderate forums for Plan counsel to discuss pressing matters and share best practices, including conferences, summits, and roundtables (virtual and in-person). Mentors and provides guidance to LDC and BCBSA legal staff.
Responsibilities include but are not limited to:
- Leads the coordination and hosting of legal educational programming for BCBSA and Blue Plan attorneys, compliance officers, and privacy and policy teams. This includes recruiting speakers and developing national teleconferences, special programs directed at specific legal practice areas, all-Blue Plans discussion forums/roundtables, and other legal developments within the industry. Identify relevant topics, locate and secure faculty/speakers and related materials, and prepare related communications for distribution to invitees/participants (including short memos for external circulation).
- Identifies and provides expertise and guidance on joint retentions of counsel, which includes actively participating in the selection of counsel for BCBSA and Blue Plan legal departments. Evaluates proposed costs, scope and deliverables. Draft and oversee ongoing communications, assist with project management, and work with in-house, Blue Plan, and outside counsel to ensure that Plan legal and compliance expectations are being met.
- Takes lead on planning and coordinating the Association’s Annual Lawyers’ Conference, the Annual General Counsel Roundtable, and topical Roundtables and mini conferences. Researches and stays abreast on important industry issues, develop program agendas, procure speakers, coordinate vendors, and supervise the administration of these events.
- Manages and organizes databases, education resources, and listservs. Will work to develop a knowledge management platform that will include a document archive, a calendar of programs and events, and attorney information.
- Take the lead on collaborating with Blue Plan counsel in a customer/client relations capacity, fielding requests for information, locating the subject matter expert, and using business judgment to assist with answering questions. Educate Blue Plan and BCBSA counsel on healthcare legal developments and important cases. Partners with BCBSA business and policy teams to develop programs and explore opportunities.
Required Education, Certifications and Experience
- Bachelor's Degree Law, healthcare, communications or public policy
- 6 years' experience in Legal and or Healthcare
- Project management experience
- Sound business judgment
- Strong and effective interpersonal, communication and writing skills.
- Comfortable speaking to medium and large sized groups
- Strong organizational skills with the ability to work independently under minimal supervision with general instructions, ensuring follow-through to project completion
- Ability to manage and prioritize projects with an attention to detail to ensure accuracy of data
- Strong analytical, research and problem-solving skills
Preferred Education, Certifications and Experience
- Master's degree in law, healthcare, or public policy
